I also agree with Vikrant. What I can add is that a PM needs to be able to supervise, and work with, a reliable facility manager(FM). I rarely find a PM who takes care of all lease-realted issues (lease drafting, collection of rents, administration...) as well as technical aspects without help. So he/she has to be a good team player and rely on a strong technical team (be it external through a contracted FM or an internal team)

I agree with Mr.Vikrant answer, I might add one more point which is the property manager must have a very well network in the region he is working on.

The best fit candidate for the Property Manager role should be well-versed with all the aspects of Property Management, that are Leasing & Marketing of the Property, Administration of Lease, Municipal formalities, Collection of Rent and Payables, Real Estate Legal affairs, Tenant Management and Tenant's satisfaction, Timely completion of Maintenance related issues
