No we can’t say that CAD is also A GIS Software becauseGIS is a database program, and CAD is a graphics program. With CAD, it's the lines that are important, i.e. the drawing is the information. With GIS, the lines are just a representation of the data behind it.

Yes We can say CAD is GIS software tool. By using Auto cad we can do the GIS Work and can convert it to other compatibility software format extension like .dwg to .shp etc.
it's more a "modeling" from GIS angel, and it can handle some GIS needs for sure.
