Why Initial Environmental Examination is not undertaken in case of any development activity small town level in most of the areas of developing word?

environmental examination should be done before any activity can take place. it  is the developers  responsibility to conduct studies(e.g groundwater, wetland deleniation) and compile an Environmental Impact Assessment report and submit to the Department of Environmental Affairs and other affected Departments for comments.
