Here are two types of software problems:

1) Resource Allocation: like these cases: Budget cut-backs; Strategic plans; Research and development plans.

2) System Dynamics: like  these cases: Selecting among policy alternatives by understanding their short-range and long-range consequences; Designing systems that deliver services over long periods of time.
