How many countries in the world don't have food safety law?

Food Safety Law can provide the main regulatory framework for the food affairs in a country. I know some developing countries and failed states after war even with the aid of international society yet don't have such laws. A good example is Afghanistan. You may also know some countries, let's share our experience and know how do those countries without the law controls and manages their food affairs.

Even it is good question, but it is difficult to answer, but I think most of the countries have their  food safety laws, or they can follow CODEX Alimentarius
