I don't know about UAE market but Saudi Arabia market is not good for PHP developers. I got some interviews from Saudi Arabia and they just offer3000 -4000 SAR with7 -8 years experience.
You can’t have a single answer here, while much depends upon many factors, like your experience (junior, middle, senior), the number of other technologies you managed to master, how good you are at PHP, the knowledge level of the country language, your location etc. If you are good enough to execute challenging project development, then your salary might vary from SAR 45K to SAR 85K yearly in Saudi Arabia, and from AED 40K to AED 180K yearly in UAE. But there are not really many companies hiring these developers, although if you are highly competitive, still you can find the job. PHP programmer salary is pretty different here, like in the other parts of the world. If you take Ukraine, the average salary of PHP developer with 2-5 years of experience, and who managed to complete challenging tasks, is about $1300 monthly (we indicated it in our blog).
