It depends on the organizational structure and the culture. In my opinion , generally, organizations resist accepting a newly founded PMO as they do not feel at ease on stepping out of their comfort zone. Moreover, it takes time for PMO to build their rapport and gain confidence of the management. Until then, the resistance will prevail.
