Which kind of planning is required to improve education in remote areas in which people are illiterate?

The difficulty arises from both internal factors, such as lack of motivation and ability to 

learn, and external factors, such as the inefficiency of literacy education services and improper teaching methodology. It is difficult to provide literacy education, which is usually carried out 

in learning groups, to illiterates living in dispersed, remote areas. There is a dire need for dispursement of adequate funds, initiating and providing incentive for qualified teachers to develop a programme and implement it in remote areas and then make master teachers who can take forth the programme, but all under supervision and close monitoring an devaluation. Insufficient teaching methods and limited access to printed materials make the neo-literates experience what is called relapsing (becoming illiterate again). It is expected that digital literacy programme can motivate adult learners to gain better their literacy.  However, with the electrical shortages and unavailability of the network system the digital media can not be used here. The best way forth is to make the adult literacy a forward way to inculcate awareness and step forward.

Educated people should be encouraged by the government with certain incentives to go there and educate them.

People also need to be encouraged by certain incentives.

Without incentives you can't expect a good news because everyone has some basic needs to be fulfilled. 

Projects can be designed in accordance with the funds available and the ground facts of a specific area.
