This question I must say, cannot have a straight answer because what is most important is getting usable shots than worrying about cutting shots altogether in an attempt to cut cost, in my opinion, do a story board, that will help you know and plan what shots you need before hand, thereby you can determine cost, and as a result what number and types of shots to take.
