A Risk is an potential issue .

So before happening it is a risk.

After Happening it's an issue

Risks are potentail threat or opprtunities whereas issues are treated as event already occurred.

For Risk management you will have response plan in terms of accepting the risk, avoiding it, transferring it or mitigating it.

On other hand for issue you need to take immediate actions to resolve it or escalate it.
