An aviation accident is defined by the Convention on International Civil Aviation Annex13 as an occurrence associated with the operation of an aircraft, which takes place between the time any person boards the aircraft with the intention of flight until such time as all such persons have disembarked, where a person is fatally or seriously injured, the aircraft sustains damage or structural failure or the aircraft is missing or is completely inaccessible.and it can be avoided by take asafty procesure and good mintenance and enviroment effect

We can only "limit" the number of accidents that occur in any walk of life, not just aviation, due in the main to the human factor. What we must do is to learn from each and every accident/incident and take all practical measures possible to prevent them happening again. Following on from this I would suggest that until we know EXACTLY what happened to MH370 it is impossible to comment on what needs to be done to prevent a recurrence, you can not legislate for something that you know nothing about!
