Why Project Management is not taken seriously by implementing partners and even the donors in development sector?

I agree with you and I also find it very strange that such things do exist.

It is totally out of norm to see this kind of attitude ,,, It is just an indication of lack of seriousness and lack of professionalism from the people involved who do such a thing
