There are different ways of measuring effectivity. 

Some quantitive ways would be the number of calls generated per hour, the number of accounts worked, the number of payment agreements taken per hour, the number of taken agreements that are respected, the amount of money collected per hour, etc. 

By having a productivity tool to measure the amount collected and kept promises so that you can assess if your negotiation with the client had materialized.

I can measure my effectivity in collection by the number of overdue. Less overdue means I am more efficient on my job. Keen monitoring of the receivables is crucial for the Company. Collections matters on the Cash Flow that's why it is considered as vital for the Company's operations.
