Yes I heard about it many times, my salary was deducted every month when I was working in Pakistan in the name Tax.
Many Indirect taxes are deducted at source including property tax -which is the one people pay in Dubai, UAE.

إجمالي المواد المذابة ,
يرمز لها عادة TDS
و تعبر عن كمية المواد العضوية واللاعضوية التي يحتويها سائل سواء كانت مواد عالقة في صورة جزيئية أو أيونية. غالبا ما يستخدم هذا المصطلح عند التعامل مع المياه لوصف مدى صلاحيتها للشرب .
يحتوي الماء على كربونات، بيكربونات، كلوريدات، كبريتات، فوسفات، نترات، كالسيوم، مغنيزيم، صوديوم، بوتاسيوم، حديد، منجنيز، وبعض المعادن، الغازات، ومواد مترسبة أخرى.
كم تبلغ في لتر من الماء : يتوقف على نوع الماء .
هناك خمسة مراتب من المواد المذابة:
منخفضة جدا0 -50 ملي جرام/لتر
منخفضة50 -250 مل غرام/لتر
متوسطة250 -800 مل غرام/لتر
مرتفعة800 -1500 مل غرام/لتر
مرتفعة جدا >1500 مل غرام/لتر
المياة المعدنية :
تحتوي المياه المعدنية على كمية من المواد المذابة تتراوح بين50 إلى800 مل غرام/لتر. يطلق مصطلح "ماء معدني قليل المحتوى" على المياه التي تحتوي مواد مذابة أقل من1500 ملغ/لتر و "ماء معدني عالي المحتوى" على المياه التي تحتوي مواد مذابة أكثر من1500 ملغ/لتر.

TDS stands for "Tax Deducted at Source". It is a means of collecting income tax in India. It is managed by the Central Board for Direct Taxes (CBDT) and is part of the Department of Revenue managed by Indian Revenue Service (IRS).

A method of tax collection on income assessments in India. The tax collection can be affected if the income increases. The taxpayer pays tax on income from the preceding year. Tax collection is therefore delayed until the year has been completed. In order to prevent from hiding income, the government collects some amount of tax owed from the amount that is receivable by the tax payer.
