Governments don't work in isolation and neither do citizens. By connecting both through use of ICT technologies to make both responsive to each others' demands and needs. We all have a role to play in governance because if it improves our lives improve hence we need to find out better ways to use the new technologies for making the government and citizens both accountable for their constitutional, legal and moral responsibilities.

ICT lays down the infrastructure for government/e-government/public sector services through special applications (software) that needs to be developed to make these public sector services (government) services available to the public (the citizens).
