On Server Side , run sconfig from Powershell using administrator prviliege.Option4 is for remote management. From remote management configure server to ping. Its always good to enable it, if you want to tshoot any network issues and specially if you are tshooting from remote location. So evenif you can't RDP into server, you can check the ping statistics to verify whether the Server is UP and Running.
