I would say it is occasional and informal in small and medium business or mainly in family business. But still in medium size companies it is consultative and may full if the company is shareholding. Of course most big size companies in MENA are full and consultative participative decision making.

I am of the opinion that it is fairly common. There is a spirit of oneness in these communities and it appears to be a factor of uprbringing. In the business arena I would say that it is occasional and informal.
