Yes. In case a toddler refused to drink his/her requirements of water, the parents (or care providers) should try and keep trying. They may add offer him/her a juice or a milkshake. Using reinforcement techniques also is usefull. Providing fruits & vegetables that contain large amount of water (like red melon for an example) is usefull too.
