What is the difference between "Fill" and "Opacity" in layers?

Opacity Define how opaque element is0 Means fully transparent where100 means fully opaque 

 

Where fill Color reffer to color used in element

In brief, the opacity means the layer transparency with all its elements in it. The fill means the elements that fill the layer like color or pattern or lines or whatever. The difference that the fill option when set to0% only hides the elements that fill the layer like color for example and doesn't hide the blending options like a stroke or color overlay or pattern overlay or drop shadow, etc.

Don’t they both just do the same thing.

Both the Opacity and Fill options control a layer’s transparency. That is, they control how much the currently selected layer allows other layers below it in the document to show through
