Which is more important to be considered in hiring someone: the school he or she graduated or the skills?

Some companies accept the application form and hire someone just even looking at the school where the applicants graduated without even reviewing the skills of the applicants. Some people who graduated from not famous universities but they have the same skills as graduates from famous universities.
