Content Development comes first in website because content are basic foundation of any design.

Let us go by an example
Assuming we have zero Content in hand and We start work on designing process. All goes well our design stands at stable stage. Later Period we come to know about Content to be work around. To set up already build design to be work fine in sync with content, we do have to reanalyze and rebuild the designing which will not be standard paradigm. So as to Avoid this situation it is better to have Content in hand before design development.
I hope if this thought would be enough to analyze precedence between Design Development and Content Development.

Things depend on nature of project. You may start working on both sections simultaneously and in some case you need design before its development.
Suppose you want to build a shopping cart website. You may start working on design and development simultaneously. Development department may start working on CMS / Admin side of the website and design department may start working on front end of website.
