Yes and No. It is good to say Yes and accept but again a slight calculation of the risk of non completion of the assignment should be made, and then weighed.

If the risk out weighs the net result of completion, it may be good to reject the assignment.

ACCEPTING ASSIGNMENT IS A CHALLANGE ONE MUST DO IT

To some extent I wouldn't agree, because taking that littlle extra resposibility in your assignment gain extra ROI. It will help in gaining more accolade apart from getting up in your corporate ladder.

That will be usually the case but sometimes you may accept assignments for your on job development. To move on you must be prepared for the next job and therfore you will need to learn what it takes and on job training is part of this.
