Fresher should first understand the NW architecture. He can easily access the materials from the internet to do so.
The should start working in the Admin part and start practicing programing languages - either Java or ABAP.

I have one simple answer. If you can come to Germany, they will hire you immediately. Luck also plays a big role for SAP Netweaver beginners. I cannot help you with the Gulf region. I myself was not able to get a job there. But in Germany, I get offers even on Sunday!!! Sunday is a holiday in German. Enterprises are closed. Another magical advice, accept a very low dumping price salary. You will raise your chances in getting a job. Be willing for sacrifices in the beginning. You will pick up the fruits later.
