People who are good at spoken English are not good at written English and vice-verse,is this a fact or opinion?

It's too much of a "broadbrush" statement, Nicholas, as Ahmed and Fairdullah have both said there is so much variation between individual abilties. So to my mind it is definitely Opinion.

it aint a fact ,it is that CAPABILITIES vary from person to person.

It differs from one person to another but I have noticed that there are illiterate people who can speak english as they deal with many tourists though they can't write even in Arabic

It is neither a fact nor opinion, however a number of people including me, are so. If one is good in spoken english, at the same time he is not so good in written english and voice verse. English is third language to me but I write it well. I have learnt writing skills in order to improve my performance while working in office, but at the same time being a local office all my collegues and seniors as well are Pashtu speakers. We talk in our mother tongue (Pasthu) that is why my spoken english is not so good thgough we run our business matters in english all the day.
