The question surprises me a little as it almost infers "mine is better and bigger than yours" type of phrase as used by youngsters.
Perhaps it would be better to ask, which system is the most capable and where are these systems installed in the world.
I should be quite interested in actual data on this, although proving it's accuracy is likely to be difficult (it will just end with sales people fighting it out).
SCADA is just one name for a set of systems that have been around since the early70s. The more common name is BMS (Building Management System), BEMS (Building Energy/Environmental Management System). Most BMS/BEMS have been doing SCADA work since their conception. I myself, have been working on BMS/BEMS/SCADA integration projects since the early90s.
SCADA as a term is indeed often used by the process industry, but the number of buildings with BMS/BEMS in the world far out numbers them. Process industry tends to use PLC type of controllers rather than the more flexible controllers used within the buildings industry.
But to say one country is better than another does not make sense as it is the manufacturers who supply the equipment, the controls engineers who design and install. This is happening world-wide, not in a single location.
Lastly, most advanced sytems are connected via the internet and therefore their access is truly global.
