Yes every vehicle that plies on the road should be covered by insurance. At least covered by3rd party insurance.  Ie if a car hits another person or car the victim is protected by insurance. But in some places the government as a cost cutting measure do not insure their vehicles.  The government says it would compensate the party affected by an accident.

Yes it is correct , all motor vehicles can not be used for private or commercial purposes unless  they are at least have third party insurance which is compulsory by law. however if the said vehicles are not in use for example whilst in store you may need to insure them against fire and burglary only by fire insurance policy which is not compulsory and depend on the insured desire and awareness.

Moreover  and for additional information in   respect of insurance in general those motor vehicles must be insured from time of maunfacturing untill they are plied for use on    road with various types of insurance such as :-

A) engineering and fire insurance whilst in plants and during the process of manufacturing.

B) marine cargo insurance whilst travel by sea durindg course of import / export transactions.

C) inland marine insurance form main port to the insured stores .

D) fire insuranse whlist in stores .

e) motor vehicles insurance whlist plies in the road for use. At least third party insurance.

 Thanking you.
