In most of the cases writing is a skill that you are born with. In other words this is a natural tendency towards writing. When you have zeal to write then you try to learn the aspects you are deficient in.
So we can say Writing aptitude is by birth but you may have to learn certain aspects of it to bring perfection in your writings.
Definitely a combination of both! How so? Many creative individuals have their own unique character when it comes to expressing themselves, however the learning part comes into place when such talents need to learn how to use the proper terminology and sentence structures.
And regards to people who can write well but can't tap into their creative side, there are exercises that exist and can be taught to evoke certain brainstorming techniques to those individuals.
