Would there be a tab in Oracle where to check the last person updated the account ?

As a EBS Business user, You can see the record History like Help -> Record History As an IT user, you can check the data in Base Table columns (created_by, last_updated_by, creation_date & last_updated_date)

If you are using Oracle Ebiz , you can find it n Help -> Record History .
If you are using customized Oracle ERP system, You can try using the audit option on specific table, user or even a column .
