to cut it short, here is a practical example concerning my work field which is the architectural engineering.
I used to work as a project engineer at the early beginning now I'm a Technical Review Committee.
This requires:1.
An accumulated experience to help monitoring defaults & errors.2.
A well organized personality to work through Check Lists.3.
Accuracy.4.
Finally, It will be better to study & get some courses for standards & codes.

A project engineer is very business orientated and ensures the smoothness of the operation in hand and its completeness in a timely fashion.
A process control engineer on the other hand is very hands on, and his main responsibility is to ensure that the manufacturing or service is of upmost efficiency.
The role of a process engineer may vary depending on the industry but the main role is to interact extensively with customers, clients, management, and support personnel in ensuring the smooth operation of automation and controls.
To change your career from a project engineer to a process control engineer will vary depending on the industry.
For example in a manufacturing line a process control engineer must have knowledge of the different stages and how these stages can be enhanced by the use of studies and experiments.
if you are looking at a more business related career than the change over will be easier.

As a project engineer , you have to enforce your managerial, communication, decision making and other skills but if you want to convert to a process control area you will have to strengthen your technical knowledge on that specific field.
So, before such a decisions you have to make a trade-off between managerial and technical features of both positions.
