If you mean no budget to pay your team members' basic salary then there is no point taking this project further. A good project manager negotiates with the project sponsors for more funds to meet this very important part of budget.

Other motivational methods are good as long as they don't affect your team members' salary.

Very good question and this kind of situation is faced in many organisation wheter it is related to specific project or a team.

Money is not always a motivating factor as we all know. The simple things which could be followed are following.

a) If certificate can be printed name individuals with the contribution and get it signed by a senior manager and give awards like Star of the week or Month etc.

b) Do felicitation of the individuals like naming the person as best performer and get him applauded by announcing his name in the team meeting.

c) Send individuals mail from senior manager specifying his good work in detail which will make him rewarded

d) Announcing name of the individual in team meeting as good performer.

e) As simple as giving a pat on back by senior manager.

The above mentioned are Rewards but at the same time Listening carefully implementing good suggestions also encourages a individual in the project
