What does employer prefer, Candidate applying remotely from other country or candidate present in country for talent acquisition?

Most companies would prefer alocal candidate. But in industries where the attrition rate is high the employer may preffer an outside candidate as he would not be comfortable changing the employer for a higher salary. An outsider in a new city /country would not risk unemployment which a localite can.
