According to the IAS rules for property held under the operating lease, the property interest held by the lessee may be accounted for as an investment property only if :

1. the operating lease is accounted for as if it were a finance lease. 

2. the Lessee uses the fair value model.

The fair value is the amount for which the propery could be exchanged between knowledgeable, willing parties in an arm's length transaction. The investment property is measured at fair value. The fair value must reflect the actual market state and circumstances as of the balance sheet date.
