In some cases, the selection will be done on a pay/race reason. I face this issue, as my expectations are higher than other nationalities, even my expectation are backed up with years of experience and hard work, some employers told me they can hire someone from other nationality (i will not name the nationality from respect) and pay half of my requirement. So yes in some cases experience doesnt matter, all that matters is to accept a low payment .
