Outsource is always a better option than existing employees capitalization. Simple reason is to ensure support of your infrstructure/technology is handled by experts in the field leaving the company to concentrate on its core mandate/function which is service provision.

It depends. When you outsource, mainly all you last mile work is done by you contractor and it looks like you work is minimized, while in this scenario you need to have excellnt human rousource who can perfectly inspect the quality of work carried out by the contractors because main aim of any company is to acheive customer delight and that cannot be acheived if quality of work is compromised.

On the other hand doing all the work yourself and managing a huge Human resource is also hell of a job. You need to train them take care of your employees, provide them with company benefts (travel, medical, etc.) and keep on adding more an more people as the work gets coming. then there are times when you do not have much work to do. then this extra manpower is a burden on you and you may have to lay them off.

So in my view, a mix of both is better, keep permanent employees in areas where long term work will be needed and hire a contrator to do temporary work
