In siebel Application You can use the following Integration points using Siebel Application Interface:
the first one is to create an Inbound Webservices to invoke from out side, and you will expose the webservice from an Application for example,
the second thing you can use is using of COM Data Control or COM Data Server, it is binary DLLs you can scripting against siebel Application and get or update or delete data,
