Educators should be the ones who design the curriculum as they are more aware of student educational  needs. Once a basic curriculum is created, educators can set age appropriate competencies to be reached at each stage.  This curriculum must be constantly revised and updated according to the abilities of students in school.  The curriculum should be revised both vertically and horizontally by the educators so that each level teacher is aware what is required above and below their levels and those on the same level work on the same page when planning their lessons. It is vital that teachers should inform those in the next level where they have reached in the curriculum so that the next teacher can continue from where the previous one finished for the benefit of the students.

There is a slight variation to the above if we are talking about international schools.  Here the policy makers choose the curriculum they wish to follow, according to which system they are undertaking, e.g. American, British, etc.. Once the curriculum is chosen, then the educators should take over to adapt the curriculum according to their clientele following the same process as mentioned above.
