In constructing a salary scale, should we consider the nationality of an employee as one factor to determine their pay?

As an HR person, I will never consider the nationality or the religion, will just look into the stuff, and pay for that. If I am recruiting someone from abroad means he is a rare stuff and throught that the company can generate more profit as well as goodwill, for that I need to pay high.

if our business locate in thier country sure thier nationality will effect if we are going to recruite all employees from there , also if we recruiteing expert from abroad we should care about the economic level in thier country , but excluding the prvious should no difference happen

Other than normal salary breakup, do add relocation allowance or displacement allowance as one has to bear certain cost which local are not facing. Other wise go for local talent. Since childhood i have seen that Arab countries have been importing various nationalities for the job.
