High Representative of EU is the vice presedent of the EU Comission,but under Lisabon Treaty under article17(8) if EU Parliament wants to veto the comission, the High Representative, could just go out of the Comission, but still do their work as High Representative. For example if somebody wanted to veto the Comission , Catherine Ashton could stay as the High Representative,. does this show the democratic potential of European Union, or is it just a barganing trick?
