The main difference is the phase you are in, the project charter comes in the very initial stages, where you have to define the project in brief, and get some sort of high level scoping, in which we can describe as providing the initial direction of the project, then in the planning stage, you get more concrete thoughts, and you know better what are the things that you want to do, and this is where we expand in the deliverables, milestones, scope, goals to reach (and from that get the acceptance criteria).
