Who among the the two employee are more wiser,the one who had 10 years of work experience but no brain or the beginner who has knowledge and skills?

Focusing in on 'wiser' I would have to go with the10 year veteran.  It has been my experience that those who have made it that long in position are there for a reason.  It is generally these folks who not only know their duties but the operations of the entity.  Even those with 'no brain' have value.  It is this person, too, that can likely train the beginner with some kwoledge and skills.  Tough question.  How much experience does the 'beginner' bring to the table.  Is this person a seasoned employ from a different organization with equal or more experience?  A little more info on both could support a better answer.
