for items that have a fast moving trend , you need to cover the time between their order and their receipt

{ the lead time) 

B) for items that are strategic and can affect the operation and they are  off shelf , you have to have your minimum qty regaredless their consumption

C) for the raw materials, packaging , fuel etc. you have to build it according to the annual/ monthly  production budget
