The use of "Hacker Utility" software will make you a hacker or a proficient computer user?

Can not contest only in part of the branches of the computer industry Hardware or Software

The software is like a tool to help the hacker but it will be not useful if he don't have the experience to hack it's like a hammer for the carpenter .
The best software i worked on it was BACKTRACK linux distribution as it has large and very useful tools for hack and for security .

It depends on how much you know about software and hardware hacking. If you just going to use those downloadable hacking software then you can be considered as a computer user not more, But if you're the one whose going to code a software for a specific software you want to hack then you are hacker.

Computer hacking is just like studying a computer course you need to learn how to code, create algorithm, case study, flow of process and likes to develop a software. The only difference is that in hacking you start from a finish product to reverse engineered it.

my dear hacking is God gifted. it starts from real world like how to find a phone number of a  girl how to make trick to get her number. So is hacking which requires how to send or put your file to other computer. 

In my opinion the person who uses these types of software are really hackers because will definitely get the knowledge of that software which he is using for this purpose.
