When all bidders are exactly at Par, all of them must be called and crucial terms such as Offered Price/ Payment Terms/Delivery period must be tried for improvements if any so that one lowest best can be established in a fair manner.

Generally this does not happen that pre-qualification criteria (size of company, equipment, sub-contractors, engineers and supervisors, capability for project management, enlistment level in para-statal bodies,  prices, delivery/completion schedules, payment terms everything is the same but if it does, tthe following options can be considered if your company rules allow these:

 

a) Final negotiations for price, delivery schedule, etc. The risk in this case is that a company less qualified but desperate to get business will lower their prices and you will then stuck up with the project because contracting firms are quite slippery;

 

b) Any of the three companies must have some weaker area like a dissatisfied client, litigation.  You must avoid working with such company even if the company says it was not their fault.

 

c) If it is a very big project, it can be split between the companies provided locations are different like construction of villas in different cities or at different locations in the same city provided the costs do not increase.  This will result in competition between the Companies and yield you good results.

Post tender meeting should be called separetely and technical / Professional aspect of the project be discussed to evaluate the most Competent one.

Item wise rates should also be Compared accordingly.

Allowance for Rebate without Compromising the Quality of Work should also be Negociated.
