What is progressive taxation? is it true that the effect of progressive taxation is not passing on to the ultimate consumer?

Basically, taxpayers are broken down into categories based on taxable income; the more one earns, the more taxes they will have to pay once they cross the benchmark cut-off points between the different tax bracket levels.

 

True, Direct taxes burden never falls on the ultimate consumer. Only indirect taxes burden passes on to the consumer.
