HSE Management system is  cycle of interconnected components, where output from phase is the input for other. For policy making, organization,planning, moitoring, auditing and review you need extensive knoweldge of the processes and hazards, whcih comes through trainings i.e. your degree. Without the suitable information and skill the implementation of the safety to reduce the hazards as low as reasonable practiceable is not possible. therefore for the practical implementation of safety competency is must.
