The usual argument they bring is that bcoz your product is niche, you must go for CPL and not CPS. However as an advertiser you will always want to play safe with CPS.
I believe that affiliate network should leave the option for the asdvertise either to select CPS or CPL, as the advertiser is the one whois paying. what are the networks that you are dealing with ?
as you said CPS is more safe, you pay only when someone buy, however, CPL could be sometimes very profitable for you. CPL is very cheap, you can make alot of money from the list that you are building. you can montor the performance for the leads that you are getting, you can ban publisher that provide leads with bad quality.
