there is no one absolute answer, the best communication tool is the one depending on the situation,  the purpose , the transmitter and the receiver/ addressee of the information and what kind, it can be a face to face, meeting, advertising spot, broshures, emails,....

In case of business communication or wants to talk to your client or some superior, then set meeting or calling time first then again, its better to discuss directly then chat,
