Of course you can always take the initiative to get what you want.

Asking for an interview prove that you are confident that your CV and your skills will attract the attention of the recruiter. Don't forget that it’s preferable to send a copy of an article you wrote or a reportage or any resources that prove your ability to work in a TV channel or radio station.

Remember when you approach the broadcast stations, it’s advisable to write a cover letter that indicate and state your reasons for joining the channel.
