Definitely it is possible to ascertain an employee or a managers strengths and caliber by watching him in the way he generally carries himself and how he deals with the day to day chores. Struggles are everywhere. Ones maturity and resolve reflect provided one has a keen eye and observes.

Infact as a project manager thats how I usually allocate work. Responsible positions are best given to people with a resolve to get things done. Few things that can be determined is her or his demeanor  in face of a situation/challenge, how he approaches the situations, what resolve does she/he come up with and whether or not  she/he is able to implement it and close the situation.

As manager should have the talent to know each of his staff strength and abilities,  so that he can designate the job / task accordingly.

Yes, it's very important to identify an individual's potential and to ignite it. I belief that it's possible by involvement and allowing space for others to share their opinions. It helps the team as well self to learn from each other and to inter depend.

it doesnt need any talent to manage or supervise  resource. We must understand their primary and secondary skills and mapping with relevent projects or enhance their skills if similar project isnt avialable. Hence, skill matrix and utlization matrix would be very scientific to control the delivery

Yes I do ... in my own areas of expertise at least

I can also reach same conclusions in areas that I don't know very well based on feedback from the person himself, from his colleagues and also from the customers !!

Sincerly not. I am not able to know someone's abilities just by watching him doing anything, but I would be able to know it once I got a sit with the person and start to talk with her.

Yes it can be possible. In this case it can be mr. "Experience" working inside the manager. Experience is being exposed in a particular field over time, the manager can be in position to be in position to know whether the employee has the right skills or not by observing them & comparing or applying their previous experiences with this particular one.

On the hand however, it may be gambling to fully trust yout instincts as a manager in this regard,  what you see or what you may think might be the wrong impression about the employee at that particular time. This therefore puts the manager ina position to be more extra careful not to blunder in this case.

Yes

I can judge the capabilities of an employee while working, not only that I believe that a manager should also have a capability to judge employees health and mental status while working.

Yes and No... No you can't tell if the person is a good employee if the task is unfinished. You would have to wait until task or project is complete to see if they did a great job or not. Yes because you can see what the employee does as he is working and how he is working.  Also if it is a team setting, you can have the team members rate each other based on task responsibilities. There are so many modern approaches to take when evaluating an employee. So there really isn't a right or wrong answer.
