We as a teacher should have focus more on activating all the students of the class and not focus only on fluency or accuracy because students are in the class to learn and the teacher should know that and not expect for all the students to be perfect

basically learners of English as a FL should be fluent rather than accurate

I focus on accuracy in the initial presentation and practice phases, then provide opportunities for less teacher guided fluency experiences.

The accuracy of course. Fluency does not mean a person is speaking the exact word to convey what is meant to be. Accuracy and pronunciation is an important part.

I am a French teacher, despite that I can answer you on this question, the teaching of foreign languages, to see French or English, it is important to focus on the language needs of the learners because it will facilitate the taking charge of the immersion situations in which the students find themselves. As a result, the fluidity and ease of acquiring the acquired knowledge as well as the accuracy in the sense of it are achieved.

In fact, both. Both aspects are very vital and important

This one in particular should be answered according to what skill you are teaching, but generally an English teacher should find the right balance between fluency and accuracy since both are important. Both refer to the productive skills of the student. Where one focuses on forming correct examples of language use, while the other, requires real communication and automatic language use.

To sum up, students' need should be the one dictating what to focus on while teaching.

Ofcourse both are important. Fluency with accurate teaching methods will make one a  good teacher. As here is the language teaching and it is focused on improving the language skills of students. Flluency of the language and using the words, phrases and idioms correctly and accurately will help one to become a complete teacher

As an ESL teacher I focus more in developing the confidence of my students to learn and speak the language. Though objectives vary depending on learners abilities and learning styles, it is important to note that without proper motivation and coaching it will be quite impossible for a non native student to have the desire and determination to learn English. Fluency will follow and eventually accuracy as students progress and seek to learn more about the language.
